Letter: Scully deserves support on purchasing policies


To the Editor:

Selectman Bill Scully's idea to establish purchasing policies for all expenditures deserves the support of everyone in Bennington. Those policies should include affirmative oversight of the manager's decisions.

The record of our town manager is not good. The town had to pay fines for his failure to obtain permits before constructing the town garage. The selectboard never asked him about this until we learned there had been a violation.

The fact is the selectboard has been too lax. The law delegates the power to manage the town to the manager, but that does not relieve the board from the duty to oversee his work. That must include understanding what he does.

Beyond that, the board should be responsible for approving his major decisions, particularly when public funds are involved.

The free rein of the manager must end.
