POWNAL -- Selectmen approved updates on the town's Local Emergency Operation Plan and urged the processing of the grand list during the Pownal Select Board's regularly scheduled meeting on Thursday.
To complete the LEOP by the state's Oct. 1 deadline, every town manager or board chair will have to attend a class, ICS 101 and must create an Incident Command System, an emergency response tool that is updated annually. Copies go to Montpelier, the school, fire departments, the Emergency Management Counsel and emergency services.
Mike George of the EMC brought the completed LEOP to the board, for which he said had a few moderate changes. The board unanimously approved a motion for Chair Nelson Brownell to sign it into action.
Every year, the town assessor must file a grand list with the town clerk. This year, the processing of the list is behind. The grand list is a listing of all real estate parcels and business personal property that includes owners' addresses, property locations, appraised values and homestead values that help to determine the tax rate.
After two extensions, Pownal missed its final filing deadline of Aug. 15. The remaining 60 or more listing changes will be processed and completed within a week. Afterward, there will be up to a 15-day grievance period, meaning it could take up to 40 days before tax rates are set, after which, property owners will have up to 60 days to pay their taxes.
For every day the grand list is late, the town will be losing interest revenue because money will be withheld from the federal and state level until the list is filed.
"We are losing money," Brownell said. "It's only a little money, but it is money"
Brownell said the listers have been working on the preparation for four months. It is unclear whether they were shorthanded, but the board approved prior extensions.
Also at the board meeting, the selectmen unanimously approved the Comcast phone installation and contract for town buildings, with the stipulation that the board inquire more about connecting cable and phone to the transfer station.
The next regular board meeting is tentatively scheduled for Thursday, Aug. 21, at 7 p.m.
