SHAFTSBURY — The Select Board has a proposed site plan in hand for a new town garage on North Road.

The plan was prepared by Jason Dolmetsch of MSK Engineering. After some final tweaks are made, said town administrator David Kiernan, Dolmetsch will come before the board to make a formal presentation of the plan. After the board approves the plan, test borings will need to be taken to ensure that the ground at the site can actually support the proposed garage. Once that is done, the town will go out to bid on the project, so as to have a final number to present to voters.

"It looks like a good plan, and it would work, and it will fit on the property," said board Chairman Tim Scoggins, "I think we all like this site, so we need to proceed. We need to solve our problems with that real estate purchase and get this moving."

The problems Scoggins referenced in regards to a real estate purchase involve a piece of property adjacent to the proposed garage site. Voters in March approved the property purchase, at 510 North Road, for $30,000 to be paid over a period of five years or less.

"We've run into a title defect," said Scoggins in June, "which has to do with a name that showed up in the title search, of someone who's deceased. To get that cleared up, we have to go to probate court, so we're looking at however long that takes, I'm guessing a month or two."

Scoggins said in July that if they were not able to get that issue sorted out by August, they would not be able to get a vote on a garage bond on the November ballot, when turnout is expected to be high due to the presidential election. A March vote is still possible.

Kiernan said that, if necessary, the board could go to voters with cost estimates, rather than specific numbers, should the request for bid proposals process take longer than expected, but, for the time being, everything appears to be on schedule. Scoggins suggested it could be better to get the bond vote before requesting proposals, as companies might be hesitant to expend resources bidding on a project that might not happen.

"Between a finished site plan and the finished, biddable drawings and proposals from Morton (the company that is designing the specifications of the garage), people can see exactly what we're talking about and where we're talking about it being located," agreed Kiernan.
