BENNINGTON>> A 49-year-old Bennington man is facing felony charges for allegedly engaging in lewd conduct with a teenage girl.

Joseph M. Galipeau allegedly watched a 15-year-old girl engage in sexual acts with a teenage boy, encouraged her to perform sexual acts, and viewed sexually explicit images on her cell phone, according to Vermont State Police.

Galipeau pleaded not guilty in Vermont Superior Court Monday to felony charges of lewd and lascivious conduct with a child and promoting sexual recordings, and two misdemeanor charges of voyeurism first offense and contributing to school delinquency.

According to an affidavit by Vermont State Trooper Robert Zink, he was contacted by the state Department of Children and Families last week regarding a report alleging sexual abuse.

In an interview with police, the girl stated Galipeau told her in April that he saw her engage in sexual acts with a boy as he watched through a bedroom door.

The next day, the girl noticed someone had been going through her cell phone, which contained nude images she was exchanging with her boyfriend. After she began locking her phone, she said Galipeau would frequently ask her to give it to him so he could go through it.

The girl described several specific examples in which Galipeau acted inappropriately. In one instance, he came into the bedroom as she was in bed and asked her to perform a sex act. When she refused, he pulled the blankets off of her.


The girl said Galipeau made multiple similar requests of her since then and that she had not followed through with any of them.

The girl said Galipeau would tell her to take naked pictures using her phone and then give them to him, to engage in sexual acts while he watched, that he hugged her inappropriately and that he bought her two sex toys.

In an interview with police, Galipeau initially denied ever looking at the girl's cell phone for any reason, saying he wasn't good with technology and did not have a smart phone himself. But after further questioning, he ultimately told police he looked through the phone four times, one of which he did find an inappropriate picture.

The affidavit states Galipeau consented to a search of his cell phone and police found applications such as Facebook, but much of the information on it had been deleted.

Galipeau was released on conditions including he not contact the girl and he not have contact with anyone under 16-years-old.
