The cruiser, a 2010 Ford Crown Victoria, unoccupied at the time of the crash, sustained damage to the driver's side fender and grill area. Woodard's 2008 Chevrolet Silverado sustained similar damage.
According to police, a State Trooper was handling a complaint in the area at the time of the accident.
Woodard, who was wearing his seatbelt, was not injured, but is suspected of being intoxicated.
Woodard was subsequently administered dexterity exercises, which he failed, according to police.
Woodard was arrested for suspicion of DUI and transported to the Vermont State Police barracks in Shaftsbury to be processed.
Police reported Woodard's blood alcohol level to be over twice the legal limit of .08 percent after further tests.
Woodard is cited to appear in Bennington Superior Court, Criminal Division on September 2 to answer to the charge of driving while intoxicated.
